Ministry of Defence Police: Eligibility

MOD Police
Eligibility Rules

The Ministry of Defence Police has some of the strictest entry rules of any UK force. Sole British nationality and a long residency rule rule out many people who could join a Home Office force. This page sets out every New Recruit rule the MDP publishes, with a free checker. Written from the MDP's own pages, read on 23 October 2026.

Independent information, not advice · Sources checked 23 October 2026 · England and Wales unless stated

Short answer: who can join the MOD Police?

You must be 18 or over, a sole British national with a valid British passport and have lived in the UK continuously for 5 years before applying (10 years for Developed Vetting sites). You need a full UK manual driving licence with no more than 6 points, Level 2 English and maths, no outstanding CCJs and no Type A offences. Dual nationals cannot be accepted. There is no upper age limit.

Check your eligibility in a minute

Answer a few questions on nationality, residence, licence, qualifications, finances and previous service. The checker applies the rules on this page. It is a guide, not a decision: only the MDP decides whether you are eligible.

Ten questions against the MDP's published entry rules, read 23 October 2026. Your answers stay on this page and are not stored.

  1. 1. Will you be 18 or over when you apply?
  2. 2. What is your nationality?
  3. 3. How long have you lived continuously in the UK, up to now?

Time abroad in the British Armed Forces or on UK Government service counts as UK residence. Short holidays do not count as time away; travelling, studying or working abroad does. No more than 6 months away in total.

  4. 4. What driving licence do you hold?
  5. 5. Do you have Level 2 English and maths?

For example GCSE grade C or 4 and above, Functional Skills Level 2, or SCQF Level 5 in Scotland.

  6. 6. Which best describes your finances?
  7. 7. Do you have any convictions, cautions, penalty notices or court orders, from any time?
  8. 8. Do you have any of these?

A tattoo on the face, head or neck forward of the ear or jawline; a flesh tunnel or plug leaving a hole over 4 mm; a facial piercing.

  9. 9. Are you a member of the BNP, Combat 18, the National Front or a similar organisation?
  10. 10. Have you served in any UK police force (as an officer, special, PCSO or staff)?

Every MOD Police entry rule at a glance

These are the rules for New Recruits: people with no previous police service, including serving and former members of the armed forces. Serving and recent officers join through the New Entrant from Other Forces (NEOF) route, which uses the same nationality, residency, licence, criminal record, tattoo and finance rules.

The first two screening questions on the MDP's application request form are your age and your licence. The rest of the form loads in the browser and the MDP does not publish the full list, so expect to be asked about the other rules as well. If you pass, the MDP says a full application pack follows by email within 10 working days.

When each rule is checked

The MDP runs a six-stage process. Eligibility is screened at the start but tested again later, so a wrong answer on the request form usually comes to light at vetting.

Where eligibility fits in the MDP's six stages (recruitment process page)
StageWhat is checkedNotes
Stage 1: Application requestThe screening questions on the request form. The first two are age and a full UK manual licence with no more than 6 live penalty points. If you pass, a full application pack follows by email within 10 working days. There is no email acknowledgement.
Stage 2: Application submissionYour pack and enclosures: licence copy and driving record summary, Level 2 certificates, tattoo photographs. The application asks for background details for security vetting, financial information and any previous police involvement. The result is notified by email.
Stage 3: InterviewsNot an eligibility check as such, but the suitability interview covers the code of ethics.A College OAC pass in the last 12 months replaces the competency interview.
Stage 4: Medical, fitness and vettingPolice vetting and Security Check clearance test what you declared: criminal record, finances, residence and previous service. DV follows for DV postings.Appointment is subject to vacancy availability and final reference checks.

Stage 5 is the offer, made as places become available. Stage 6 is appointment and training. The full process is on our MOD Police recruitment process page.

Nationality: sole British, with a British passport

The rule in the MDP's own words is that you must be a sole British national holding a valid British passport. It adds that dual nationality or foreign nationals cannot be accepted. It applies to New Recruits and to NEOF applicants alike.

What this means for you

  • British only: you meet the rule if you hold British nationality only and have a valid British passport.
  • British plus another nationality: you do not meet the rule while you hold both. The MDP publishes no exception.
  • Not British: you cannot be accepted, whatever your residence or immigration status.
  • British with an expired passport: the rule says a valid passport. Renew it before you apply.
Giving up a nationality is a big step

Some people consider renouncing another nationality to meet this rule. That decision can affect your rights in the other country, your family and your property. The MDP does not say how it treats a recent renunciation. Take advice and ask the MDP recruitment team before you do anything.

If this rule rules you out, other forces may not. The Civil Nuclear Constabulary publishes no sole-British rule (see the comparison below) and Home Office forces set their own nationality rules: see our nationality and residency guide.

Residency: 5 years, or 10 for DV sites

You must have lived in the UK continuously for at least 5 years before you apply, with no more than 6 months' total absence. GOV.UK adds that the period is the one "immediately prior to your application" and that the criterion is not flexible and is strictly applied.

MDP residency rule (entry criteria and GOV.UK)
SituationResidence neededNotes
Most postings5 years, continuous, immediately before you applyNo more than 6 months in total outside the UK in that period
Developed Vetting (DV) sites, such as AWE, Menwith Hill or RNAD Coulport10 yearsThe MDP names these three as examples of DV sites
Time abroad in the British Armed Forces or on UK Government serviceCounts as UK residencyStated on the entry criteria page
Travelling, studying, living or working abroadCounts as time outside the UKShort holidays do not count as time outside the UK

The 10-year rule matters because the MDP says Developed Vetting is processed after your station is confirmed. With fewer than 10 years' residence you would not meet the rule for a posting to a DV site. The MDP names AWE, Menwith Hill and RNAD Coulport as DV sites; it does not publish a full list. See our vetting guide and stations guide.

Worked examples (our reading of the rule)

  • A gap year of 9 months, ending 3 years ago. The 9 months fall inside the 5 years before you apply and are more than 6 months in total. On our reading you would not meet the rule until that period sits outside the 5-year window.
  • Three two-week holidays a year. The MDP says short holidays do not count as time outside the UK, so these should not affect you.
  • Four years in the Army in Germany, then back in the UK. Time abroad in the British Armed Forces counts as UK residency, so this should not break your 5 years.
  • A 4-month work contract abroad 2 years ago. Working abroad counts as time outside the UK. At 4 months you are under the 6-month total, as long as nothing else adds up to more than 2 further months.

These examples are our reading, not the MDP's. The MDP's wording covers time abroad in the armed forces or on UK Government service; it does not say how it treats time abroad as the family member of someone serving. If your case is close, ask the recruitment team before you apply.

Age and driving licence

You must be 18 or over when you apply. There is no upper age limit. In practice, older applicants still need to pass the PES-JRFT in a 20 kg vest and the firearms officer medical.

The licence rule has four parts:

  1. Full UK licence: a provisional licence does not meet it.
  2. Manual car: an automatic-only licence does not meet it.
  3. No more than 6 penalty points: the application request form says 6 "live" penalty points.
  4. Photocard in date showing your current home address. Update your address with the DVLA before you apply.

With your application you send a copy of your photocard and a DVLA driving record summary. Applicants from Northern Ireland send the paper counterpart instead.

Level 2 English and maths

The MDP asks for Level 2 in both English and maths. This is stricter than some forces, so check your certificates early. You must enclose copies with your application.

Qualifications the MDP accepts (entry criteria)
QualificationWhat meets the rule
GCSEGrade C or 4 and above in English and in maths
Functional SkillsLevel 2 Literacy and Level 2 Numeracy
Scottish qualificationsSCQF Level 5, for example Intermediate 2 grade C or above, or Standard Grade at credit
Certificate of Knowledge in PolicingNot required. The MDP says there is currently no requirement for new entrants to hold it.

If you have the grades but not the certificates, get replacements before you request a pack. If you are short of one subject, a Functional Skills Level 2 course is one of the accepted routes. The MDP's pages do not say whether it accepts other equivalents, so ask before relying on one that is not listed.

Criminal record: Type A and Type B offences

The MDP says ideally you will have no criminal record. You must disclose all convictions, cautions, penalty notices and court orders, whenever they happened. The MDP says failure to disclose usually means rejection.

MDP offence categories (entry criteria)
CategoryWhat it covers
Type A: always rejectedOffences involving death or serious injury; treason, espionage, kidnapping or torture; serious sexual offences; firearms or explosives offences; hate crime.
Type B: almost certainly rejectedPrison sentences (served or suspended); serious assaults or unsolicited violence; most sexual offences; offences involving vulnerable persons; dishonesty, fraud or burglary; drink or drug driving; most convictions or cautions within the last 5 years.
Everything elseThe MDP says ideally you will have no record. Disclose every conviction, caution, penalty notice and court order, whenever it happened.

Two points in the Type B list catch people out. Drink or drug driving is in it, with no time limit stated. And "most convictions or cautions within the last 5 years" covers minor matters too. If you have anything recent, read our caution guide and criminal record guide for how disclosure works generally, then apply the MDP's own lists above.

Tattoos and piercings

Every tattoo is assessed individually, but some rules are automatic. With your application you send photographs of all non-intimate tattoos with a visible scale.

MDP tattoo and piercing rules (entry criteria)
SituationOutcome
Face, head or neck forward of the ear or jawlineAutomatic rejection
Discriminatory, offensive, violent or intimidating designsNot accepted, wherever they are
Any other non-intimate tattooAssessed individually. Send photographs with a visible scale.
Tattoos in a language other than EnglishSend a verified translation
New tattoo or body art during the processTell the recruitment team
Facial piercingsNot permitted
Flesh tunnels or ear plugsA hole greater than 4 mm means automatic rejection

GOV.UK words the face rule slightly differently: it mentions the head, throat or neck, the ear or jawline and non-medical face tattoos. If a tattoo is near any of these areas, assume it will be looked at closely and send a clear photograph with a scale.

Finances: bankruptcy, CCJs, IVAs and DMPs

MDP finance rules (entry criteria)
SituationMDP rule
BankruptcyYou must not be registered bankrupt with outstanding debts. If you were bankrupt, at least 3 years must have passed since discharge.
Scottish Trust DeedTreated the same as bankruptcy: at least 3 years since discharge.
County Court JudgmentsNone outstanding.
Individual Voluntary Arrangement (IVA)A current IVA is acceptable if you can show you are managing the repayments.
Debt Management Plan (DMP)A current DMP is acceptable if you can show you are managing the repayments.

Worked example (our arithmetic)

If you were discharged from bankruptcy in March 2024, 3 years after discharge is March 2027. On the MDP's rule you would not be eligible before then. Use the date on your discharge paperwork, not the date the bankruptcy started.

Finances matter twice for the MDP. They are an entry rule and Security Check clearance includes credit checks. If you have an IVA or a Debt Management Plan, keep proof that your payments are up to date. Our debt and vetting guide covers the general approach.

Previous police service: what stops an application

If you have served in any UK force, including as police staff, a PCSO or a special constable, the MDP's police vetting page lists matters that stop an application progressing:

Previous service bars (MDP police vetting page)
MatterWhen it stops an application
Final Written WarningIn the last 5 years, or any extension to a Final Written Warning at any time
Written WarningIn the last 3 years
Unsatisfactory Performance Procedure (UPP)A formal UPP case in the last 3 years
Honesty and integrityA misconduct sanction for honesty and integrity in the last 5 years
Live mattersYour application is suspended while you are under a served Notice of Investigation or a formal UPP
Former officersWill not progress if dismissed for gross misconduct and on the Barred and Advisory List; resigned or retired while subject to gross misconduct proceedings; terminated as a probationer or resigned instead of termination; or dismissed under UPP

Former officers who left more than 3 years ago can only apply as New Recruits, whatever their length of service. Those who left within 3 years apply through the NEOF route: see our NEOF transfer guide.

Military applicants

The MDP says service leavers and veterans currently need to apply through its New Recruit entry route. There is no separate military entry scheme. The MDP holds the Armed Forces Covenant Silver standard.

For the residency rule, time abroad in the British Armed Forces counts as UK residency. Everything else applies as for any New Recruit: sole British nationality, Level 2 English and maths, a manual licence and the finance rules. See joining the police from the armed forces.

Other rules: organisations, swimming and applying elsewhere

  • Prohibited organisations: you cannot be a member of the BNP, Combat 18, the National Front or similar organisations.
  • Swimming: only for Marine Unit roles, which need a swim test. Otherwise the MDP says there is no requirement to swim.
  • Applying elsewhere: you may apply to the MDP while applying to other forces, but you must keep the recruitment team informed.
  • Previous unsuccessful applications to other forces do not stop you applying.
  • A College of Policing online assessment pass with another force in the last 12 months is accepted in place of the MDP's competency interview. See our interview guide.

Documents to gather before you request a pack

The MDP names the enclosures in its entry criteria. The last three rows are our suggestions for the vetting questions that follow.

MOD Police vs the Civil Nuclear Constabulary

The CNC is the other armed national force and the one MDP applicants most often compare. Its rules are framed differently, especially on nationality.

MDP and CNC entry rules (both read 23 October 2026)
MOD PoliceCivil Nuclear Constabulary
NationalitySole British national with a valid British passport. No dual nationals. No sole-British rule published. Shortlisting checks nationality and right to work against nationally approved eligibility criteria.
Residence5 years continuous (10 for DV sites). The criterion is not flexible and is strictly applied. An expectation of up to 10 years' UK residence depending on the vetting level. Not meeting it does not stop an application, but extra checks follow.
QualificationsLevel 2 English and maths requiredNo mandatory qualifications
Driving licenceFull UK manual, no more than 6 pointsFull manual UK or European, no more than six points
FinancesBankruptcy 3 years after discharge; no outstanding CCJs; managed IVA or DMP acceptableMust show you manage loans and debts sensibly; no thresholds published
OrganisationsBNP, Combat 18, National Front or similarAnyone who is or has been a member of the BNP or similar organisations
Applying elsewhereAllowed; keep the MDP recruitment team informedAllowed up to the point of an assessment centre, then choose one

The CNC frames residence as part of vetting: it expects up to 10 years depending on the vetting level and may ask for police certificates from other countries, a full overseas travel history and checkable employment history if you fall short. It does not guarantee vetting will be achieved. See the CNC recruitment guide and CNC vs MOD Police.

Common eligibility mistakes

  1. Assuming dual nationality is fine because it is elsewhere. The MDP rule is sole British nationality.
  2. Counting residence loosely. Add up every period of travel, study or work abroad in the last 5 years (or 10 if you want a DV site). More than 6 months in total breaks the 5-year rule.
  3. Holding an automatic licence. The MDP asks for a manual licence.
  4. An out-of-date photocard address. It must show your current home address.
  5. Missing certificates. You must enclose Level 2 English and maths certificates.
  6. Leaving out a caution or penalty notice. Disclose everything, whenever it happened.
  7. Applying too soon after bankruptcy. Count 3 years from discharge.
  8. Not telling the MDP about other applications or a new tattoo during the process.

What the MDP does not publish

  • The full list of screening questions on the New Recruit application request form beyond age and licence.
  • How it treats time abroad as an armed forces family member or a recent change of nationality.
  • A full list of Developed Vetting sites. It names AWE, Menwith Hill and RNAD Coulport as examples.
  • Whether other qualifications count as Level 2 beyond those listed above.
  • How long the process takes from application request to start date.

Ask the MDP recruitment team about any of these before you rely on an answer.

Quick answers

Frequently Asked Questions

Can dual nationals join the MOD Police?

No. The MDP's New Recruit entry criteria say you must be a sole British national holding a valid British passport and that dual nationality or foreign nationals cannot be accepted. The same rule applies to serving officers joining through the New Entrant from Other Forces (NEOF) route. The Civil Nuclear Constabulary publishes no sole-British rule, though it does check nationality and right to work.

Do I need a British passport to join the MOD Police?

Yes. The rule is that you are a sole British national holding a valid British passport. If yours has expired, renew it before you apply so that you can meet the rule on the day you apply.

How many years do I need to have lived in the UK?

At least 5 years continuously, immediately before you apply, with no more than 6 months' total absence. For postings to Developed Vetting sites such as AWE, Menwith Hill or RNAD Coulport it is 10 years. Time abroad in the British Armed Forces or on UK Government service counts as UK residence. GOV.UK says the criterion is not flexible and is strictly applied.

Can I join the MOD Police with an automatic driving licence?

No. The MDP asks for a full UK manual car driving licence with no more than 6 penalty points. You send a copy of your photocard and a DVLA driving record summary with your application. Applicants from Northern Ireland send the paper counterpart instead of the record summary.

What qualifications do I need for the MOD Police?

Level 2 in both English and maths. The MDP accepts GCSE grade C or 4 and above, Functional Skills Level 2 Literacy and Numeracy, or Scottish SCQF Level 5 such as Intermediate 2 grade C or above or Standard Grade at credit. You enclose the certificates with your application. You do not need the Certificate of Knowledge in Policing.

Can I join the MOD Police with debt?

Usually, if it is managed. You must not be registered bankrupt with outstanding debts and at least 3 years must have passed since any bankruptcy discharge (the same applies to Scottish Trust Deeds). You must have no outstanding County Court Judgments. A current IVA or Debt Management Plan is acceptable if you can show you are managing the repayments.

Is there an upper age limit for the MOD Police?

No. You must be 18 or over when you apply and the MDP says there is no upper age limit. You still need to pass the PES-JRFT fitness test and the firearms officer medical.

Can I join the MOD Police from the armed forces?

Yes. Service leavers and veterans currently apply through the New Recruit route. Time abroad in the British Armed Forces counts as UK residence for the residency rule. The MDP holds the Armed Forces Covenant Silver standard.

Can I apply to the MOD Police and another force at the same time?

Yes. The MDP says you may apply while applying elsewhere but you must keep its recruitment team informed. Previous unsuccessful applications to other forces do not stop you applying.

Do I need to be able to swim to join the MOD Police?

Only for Marine Unit roles, which need a swim test. Otherwise the MDP says there is no requirement to swim.
