Joining A Non-Home
Office Police Force
British Transport Police, the MOD Police and the Civil Nuclear Constabulary are national forces outside the 43 Home Office forces. The PSNI and Police Scotland have their own systems. Each recruits in its own way, with its own tests, fitness standard, vetting, pension and training. This hub compares them on every point that matters to an applicant, checked against the forces' own pages on 23 October 2026.
Independent information, not advice · Sources checked 23 October 2026 · England and Wales unless stated
Each force runs its own recruitment, so the tests, fitness standard, vetting and eligibility rules differ from the College of Policing process used by the 43 forces in England and Wales. The MOD Police and the CNC recruit armed officers with tougher fitness and medical standards and national security vetting. BTP uses its own SJT and a presentation. The PSNI recruits in campaigns with its own online test and assessment centre. Police Scotland has its own entrance test. None of BTP, the MOD Police or the CNC is in the Police Pension Scheme. Check the force's own site before you apply.
What non-Home Office means for applicants
Most of what you read about joining the police describes the 43 territorial forces in England and Wales, where the College of Policing's National Sift, the online assessment centre and a force interview are the standard route for new constables. The forces on this page sit outside that system:
- British Transport Police polices the railways in England, Wales and Scotland (Railways and Transport Safety Act 2003, section 31).
- The Ministry of Defence Police polices the defence estate (Ministry of Defence Police Act 1987, section 2).
- The Civil Nuclear Constabulary protects civil nuclear sites and material (Energy Act 2004, section 56) and, since 1 April 2025, four gas sites: Garlogie, St Fergus, Easington and Bacton.
- The Police Service of Northern Ireland is Northern Ireland's territorial force, with its own recruitment, pay and pension.
- Police Scotland is Scotland's single national force, with its own entrance test, pay and pension.
For applicants, the practical result is that each sets its own selection tests, fitness standard, eligibility rules, vetting, training, pay and pension. A guide written for a county force may be wrong for any of them. Not sure which ones you can apply to? Try the free which police force fits me checker.

The big comparison: tests, fitness, vetting, pay, pension, training and residency
The table puts the five forces side by side on the points that decide whether you can apply and what the first year looks like. Scroll sideways on a phone.
| Force | Selection tests | Fitness standard | Vetting | Armed? | Starting pay | Pension scheme | Initial training | Residency and nationality |
|---|---|---|---|---|---|---|---|---|
| British Transport Police | Own application with an SJT, online ability tests, a video exercise, then an assessment centre (10-minute presentation and an interview, up to an hour). The Inner London advert lists an online assessment centre and a final interview | 15m bleep test to level 5.4; maximum 3 attempts within 6 months of the offer | BTP's own baseline vetting (3 years of UK address history, which matches Recruitment Vetting) | No as a new constable; firearms is a later specialism | £33,609 (national point 2) plus station allowances: Inner London £9,044.75 | CARE section of the BTP Force Superannuation Fund (not the Police Pension Scheme); member rate not published | About 33 weeks from April 2027, at BTP's training centre in London | Lived continuously in the UK for the last 3 years; any nationality with the right to work |
| MOD Police | Own application, a 45-minute Teams competency interview (a recent College online assessment pass can replace it) and a suitability interview at RAF Wyton | PES-JRFT in a 20kg vest, including a 76kg dummy drag | Security Check (SC) as a minimum; Developed Vetting (DV) for sites such as AWE, Menwith Hill and RNAD Coulport | Yes: every operational officer is an AFO (counter terrorism) | £30,643 (point 2 of its own scale) | Civil Service alpha (4.6% at constable starting pay) | 21 weeks: a 12-week residential course then a 9-week firearms course | Sole British national with a British passport; 5 years' continuous UK residence (10 for DV sites) |
| Civil Nuclear Constabulary | College of Policing National Sift and online assessment centre, then a recruitment day with a firearms briefing, a weapons handling assessment and a values based interview | Multi-stage fitness test to level 7.6 | Police vetting plus National Security Vetting; the CNC does not publish the level for a new officer | Yes: every officer begins as an AFO | £32,256 (national pay points, held for the two-year probation) | UKAEA Combined Pension Scheme, 8.2% (due to move to alpha; date delayed) | 19-week residential Initial Foundation Programme (Oxfordshire, Surrey for firearms, Cumbria or Caithness) | No sole-British rule; nationality and right to work checked against national criteria; up to 10 years' UK residence expected for vetting |
| PSNI | Initial Selection Test (SHL deductive reasoning plus the Global Skills Assessment), then an in-person assessment centre with written exercises and role plays; no traditional interview | Recruitment Physical Competence Assessment: obstacle course, 3 laps in 4 minutes 30 seconds | Police Vetting plus National Security Vetting, run as two separate processes | Yes: all officers are trained to carry a firearm on duty | £31,163 plus the £4,283 NI Transitional Allowance (2025/26 scale) | Police Pension Scheme (NI) 2015, 13.66% under £60,000 | 22 weeks at the Police College, Belfast (Garnerville) | Right to work permanently in the UK; no residency minimum (vetting needs a checkable 3-year history) |
| Police Scotland | Police Scotland Entrance Test (PSET), then an assessment day with a group task, spoken scenarios and an interview | 15m multi-stage fitness test to level 5.4 | Police vetting | No as a new constable | £34,001 (Scottish scale from April 2026) | Police Pension Scheme (Scotland) 2015, run by the SPPA | 18 weeks: 1 week regional, 15 weeks at Tulliallan or Jackton, then local training | Lived in the UK for at least 3 years |
Three differences catch people out most often. First, the MOD Police and the CNC are armed from day one, which brings stricter fitness and medical standards. Second, the MOD Police has a sole British nationality rule that no other force here has. Third, none of BTP, the MOD Police or the CNC puts you in the Police Pension Scheme 2015.
Starting pay and pension compared
| Force | Starts on | Pension | What it is | More |
|---|---|---|---|---|
| 43 Home Office forces (England and Wales) | £32,255 (pay point 1) | Police Pension Scheme 2015 | 2026/27 national scale. Some forces start recruits on point 2; London and South East forces add allowances | Salary calculator |
| British Transport Police | £33,609 (point 2) | BTP Force Superannuation Fund (CARE section) | Same national points as Home Office forces. Pays every four weeks (13 pay days a year). Inner London £9,044.75 of allowances; South East stations £3,105, £2,000 or £1,000 | BTP guide |
| Civil Nuclear Constabulary | £32,256 | UKAEA scheme, 8.2% | National pay points, but probationers stay on £32,256 for two years, then £33,609; top £52,014. £5,000 location allowance at Garlogie and St Fergus | CNC guide |
| MOD Police | £30,643 | Civil Service alpha | Its own scale from 1 September 2026, to £49,413 at point 8, plus location and priority posting allowances | MDP guide |
| PSNI | £31,163 + £4,283 | PPS (NI) 2015, 13.66% | 2025/26 student officer scale plus the NI Transitional Allowance (taxable, not pensionable) | PSNI guide |
| Police Scotland | £34,001 | PPS (Scotland) 2015 | Point 0 of the Scottish constable scale from April 2026, rising to £54,597 over 11 years | Scotland pay scales |
BTP and the CNC use the same national constable points as Home Office forces, so our salary calculator gives their gross basic pay. Take-home is a different matter. BTP pays every four weeks (13 pay days a year) and its pension fund does not publish its member rate, so a Home Office calculator will be wrong on both. CNC officers pay 8.2% into the UKAEA scheme and MOD Police officers pay into Civil Service alpha. For take-home on each force's own rules, use the starting pay by force comparison. For Scotland use the Police Scotland salary calculator.
On pay alone, a recruit's take-home can be higher at the MOD Police or the CNC than their gross pay suggests, because their pension contributions (4.6% and 8.2%) are lower than the 12.88% a Home Office recruit pays. The pensions are also less generous in some ways: MOD Police officers in alpha have a normal pension age linked to State Pension age and a 2016 High Court judgment found CNC officers do not get the police pension age of 60. See the highest paying police forces in the UK for the full ranking.
British Transport Police
BTP describes a bespoke assessment process and says scores from another force are not transferable. Its application includes its own situational judgement test, with written answers scored against the College of Policing's CVF. Then come online ability tests (unless you hold the qualifications), a video-based observation exercise and an assessment centre with a 10-minute presentation and a competency-based interview (up to an hour in total). BTP marks your insight into BTP and the role as well as the CVF. If your interview is successful you move on to the 15m bleep test to 5.4, biometrics and uniform. You get a maximum of three fitness attempts within six months of the offer.
You need three years' continuous UK residence, a full UK driving licence for every area outside Inner London and, if you apply through the experience route, either 12 months' policing experience or 24 months in another listed sector. Current adverts give a three-month reapplication period. Training from April 2027 lasts about 33 weeks in London.
Read how to join British Transport Police, the BTP interview questions and the BTP presentation practice.
MOD Police
The MOD Police recruits constables as Authorised Firearms Officers (counter terrorism) for defence sites, plus Tactical Firearms Unit roles. You must be a sole British national with a valid British passport, have five years' continuous UK residence (ten for Developed Vetting sites) with no more than six months' total absence and hold a full UK manual car licence with no more than six points. There is no upper age limit.
Selection is a 45-minute competency interview on Microsoft Teams (a recent College online assessment pass can replace it) and a suitability interview at RAF Wyton, then the medical, the weighted-vest PES-JRFT fitness test, Security Check clearance and police vetting. Training is 21 weeks: a 12-week residential course then a 9-week firearms course. Serving officers from other forces apply through the New Entrant from Other Forces (NEOF) route.
Civil Nuclear Constabulary
Every new CNC officer is an Authorised Firearms Officer. Selection uses the College of Policing's National Sift and online assessment centre, then a CNC recruitment day with a firearms briefing, a weapons handling assessment and a values based interview. The fitness standard is level 7.6 on the multi-stage fitness test. The AFO medical is stricter than Home Office standards: glasses cannot be used to meet the eyesight standard (contact lenses can) and hearing aids are not accepted.
Training is a 19-week residential Initial Foundation Programme with full pay from day one. In England it is the start of a Level 4 apprenticeship; officers in Scotland follow the same programme without the formal apprenticeship. On 23 October 2026 the only new-recruit adverts were for Scottish sites (Dounreay, Garlogie and St Fergus), so English applicants should set a job alert on the CNC portal.
Read the CNC recruitment process and the CNC and MOD Police fitness tests.
Police Service of Northern Ireland
The PSNI recruits student officers in campaigns. The PSNI's October 2026 student officer campaign is open and closes at 3pm on 30 November 2026. Stages run by Deloitte (an online Initial Selection Test, an evidence upload and an in-person assessment centre with written exercises and role plays against the CVF) lead to a merit list. The PSNI then runs vetting (police and national security), the obstacle-course fitness test, online learning, a health assessment and a drugs test and makes offers in merit order. There is no traditional interview.
You must be able to work permanently in the UK. There is no residency minimum and no licence needed to apply. Your 17th birthday must fall on or before the closing date. Training is 22 weeks at the Police College in Belfast and all officers are trained to carry a firearm.
Read how to join the PSNI, PSNI interview questions and try the free deductive reasoning practice.
Police Scotland
Police Scotland is also outside the Home Office system, with its own entrance test (the PSET), an assessment day, the 15m bleep test to 5.4, 18 weeks of initial training at Tulliallan or Jackton and its own pay scale and pension. You need to have lived in the UK for at least three years. Read how to join Police Scotland, the Scotland vs England and Wales comparison and the Police Scotland pay scales.
Armed from day one: the MOD Police and the CNC
If you want an armed role straight away, these are the two forces that recruit for it. Both put firearms training inside your first months (the MOD Police's 9-week firearms course; the CNC's 19-week programme, in which you must qualify with each of its weapons). Both have stricter standards than a Home Office recruit faces:
- Fitness: CNC level 7.6 on the bleep test; MOD Police PES-JRFT in a 20kg vest with a 76kg drag in 20 seconds.
- Eyesight: the CNC does not accept glasses for the standard; contact lenses are the route.
- Vetting: both add national security vetting to police vetting.
- Nationality: the MOD Police needs sole British nationality; the CNC does not but expects long UK residence for vetting.
In Northern Ireland every PSNI officer is trained to carry a firearm, but the PSNI is a territorial force with a general policing role.
Vetting levels: police vetting and national security vetting
Every force runs police vetting. Three of them add national security vetting on top, which looks further back and wider (finances, overseas links and associates):
- MOD Police: Security Check (SC) for every new entrant; Developed Vetting (DV) for sites such as AWE, Menwith Hill and RNAD Coulport.
- CNC: police vetting plus National Security Vetting; the level depends on the role and is not published for a new officer.
- PSNI: Police Vetting and National Security Vetting as two separate processes, with family and associates checked.
- BTP: its own baseline vetting with a three-year UK address history.
Read national security vetting for police applicants (CTC, SC and DV) and the general guide to police vetting levels.
Eligibility traps by force
- Dual nationals: ruled out at the MOD Police only.
- Recently moved to the UK: BTP needs three continuous years and the MOD Police five (ten for DV sites); the CNC expects up to ten for vetting; the PSNI has no minimum but vetting needs a checkable three-year history.
- No driving licence: fine for the PSNI and BTP Inner London; essential for BTP elsewhere, the MOD Police (manual) and the CNC (manual UK or European).
- Glasses: a problem only at the CNC.
- Age: BTP takes applications from 17 and a half; the MOD Police and the CNC from 18 with no upper limit; for the October 2026 campaign the PSNI said you must be 57 or younger on the closing date.
- Pre-settled status: not enough for the PSNI, which needs the right to work permanently in the UK.

Smaller forces, the NCA and the island forces
Beyond the big five there are a few more routes. Most recruit rarely or only take serving officers, so read these as "worth knowing about" rather than a first choice.
| Route | How it works | Who it suits now |
|---|---|---|
| National Crime Agency | No constable entry. NCA officers are recruited through Civil Service style campaigns and given designated powers | Investigators and specialists; serving officers can apply to NCA roles |
| Port and harbour police | Small forces employed by port operators, sworn under old harbour legislation; they recruit rarely | Watch each port's own vacancy page |
| Isle of Man Constabulary | Local recruits need Manx status or an Isle of Man work permit; starting salary £35,106 | Transferee PCs, DCs and ARV officers: UK drop-ins on 30 November, 1 December and 4 December 2026 |
| States of Jersey Police | Five years living in Jersey rules out almost every UK applicant; £49,629.87 on appointment in 2026 | The 2026 campaign has closed |
| Guernsey Police | Needs a Guernsey Right to Work Document; pay scales published | Transferee roles currently limited to Sergeant and Inspector |
The Royal Parks Constabulary no longer exists. The Royal Military Police is a soldier's job in the Army, not a civilian police route; see police vs army pay. Belfast International Airport has its own constabulary and George Best Belfast City Airport sits within the Belfast Harbour Police area; we found no other UK airport with its own force. Both are covered in our port and harbour police guide.
Already a police officer? Transferring in
- BTP: BTP's transferee and re-joiner constable adverts for Doncaster, Sheffield, Leicester, Wolverhampton, Birmingham and Milton Keynes close on 2 November 2026; its London and South East, Leeds, Brighton, Bournemouth, Luton and Stevenage, Truro and Plymouth pools had no closing date on 23 October 2026. Your pay point carries over, but your pension does not simply follow you: BTP's fund takes transfers by cash transfer value only.
- PSNI: a Transferee Scheme for constables and detective constables reopened on 12 October 2026. Register by email at TransfereeScheme@psni.police.uk; the criteria are sent on request.
- MOD Police: the NEOF route for serving or recent officers. The MOD Police is holding an online information session for its Operational Support Unit (serving and recent officers) on Wednesday 4 November 2026, 6pm to 7pm; register before 11:45pm on Monday 2 November 2026.
- CNC: transferees do a 4-week or 19-week residential programme depending on their firearms qualifications. The CNC has no reciprocal agreements with other forces but may take previous service into account for pay and leave.
- Isle of Man: Isle of Man Constabulary training officers are holding UK drop-ins for transferee PCs, DCs and qualified ARV officers in Chester (30 November 2026), Manchester (1 December 2026) and London (4 December 2026); book through policejobs@gov.im.
Free practice that fits each force
- CNC: it uses the College's National Sift, so start with the free situational judgement test practice.
- BTP and MOD Police: both interview you, so practise answers out loud in the free mock interview. BTP's SJT is its own, not the National Sift.
- PSNI: the first hurdle is the deductive reasoning test, so start with the free PSNI deductive reasoning practice, then the written exercise examples for the assessment centre.
- Police Scotland: try the free PSET practice questions.
Choosing between them
- Want an armed role from day one? The CNC or the MOD Police. Check the medical (eyesight and hearing) and fitness standards first.
- Dual national? The MOD Police will not accept you; the CNC has no sole-British rule but needs long UK residence for vetting.
- Want varied frontline policing in a city? BTP, or the PSNI if you are willing to work anywhere in Northern Ireland and carry a firearm.
- Already prepared for the College of Policing process? The CNC uses it and the MOD Police accepts a recent College online assessment pass in place of its competency interview.
- Pension matters most? Compare the schemes above before you choose: only Police Scotland and the PSNI have a version of the police 2015 scheme.
- Not sure? Use the which police force fits me checker, our force finder for the 43 Home Office forces and the entry routes comparison.
Read what officers say about each force, anonymously, on the force profiles for BTP, the CNC, the MOD Police and the PSNI.

What we could not verify
- BTP's pension member rate: the BTP Force Superannuation Fund does not publish it.
- Which BTP assessment centre format is current: the Inner London advert lists an online assessment centre and a final interview with no presentation, while BTP's role page describes an in-person centre with a presentation.
- The national security vetting level the CNC sets for a new constable.
- The PSNI's 2026/27 pay award: none had been published on 23 October 2026, so PSNI figures are the 2025/26 scale.
- The PSNI Transferee Scheme criteria, which are sent by email rather than published.
- The date the CNC's pension moves to Civil Service alpha.
Frequently Asked Questions
What is a non-Home Office police force?
A UK police force outside the 43 territorial forces of England and Wales that the Home Office oversees. The best known are British Transport Police (the railways), the Ministry of Defence Police (defence sites) and the Civil Nuclear Constabulary (civil nuclear and some energy sites). Police Scotland and the Police Service of Northern Ireland are territorial forces outside the Home Office system, under their own governments. There are also small port police forces, the National Crime Agency and the island forces of the Isle of Man, Jersey and Guernsey.
Is BTP recruiting now?
BTP's Inner London PCEP campaign is open and closes at midnight on Sunday 1 November 2026 (training from April 2027). BTP's Basingstoke PCEP campaign is open and closes at midnight on Monday 2 November 2026 (£3,105 South East Allowance; full UK driving licence essential). BTP's C Division PCEP campaign (Truro, Swindon, Yeovil, Birmingham, Wolverhampton, Coventry, Milton Keynes and Leicester) is open and closes at midnight on Monday 2 November 2026. BTP's Machynlleth PCEP campaign (English and Welsh adverts; Welsh desirable) is open and closes at midnight on Monday 2 November 2026. BTP's Stevenage, Colchester, Southend, Brighton and Guildford PCEP campaign is open and closes at midnight on Monday 16 November 2026, or earlier if BTP gets a high volume of applications. BTP opens campaigns by area, so check its vacancies page for other locations.
Is the PSNI recruiting now?
The PSNI's October 2026 student officer campaign is open and closes at 3pm on 30 November 2026. The PSNI also reopened a Transferee Scheme for serving constables and detective constables on 12 October 2026.
Do non-Home Office forces use the National Sift and online assessment centre?
Only the Civil Nuclear Constabulary uses the full College of Policing process (the National Sift then the online assessment centre). British Transport Police uses its own SJT and assessment centre. The MOD Police runs its own interviews but accepts a recent College online assessment pass in place of its competency interview. The PSNI uses its own Initial Selection Test and assessment centre, run by Deloitte. Police Scotland uses its own entrance test (the PSET) and assessment day.
Which UK police forces are armed from day one?
The MOD Police (every operational officer is an Authorised Firearms Officer) and the Civil Nuclear Constabulary (every officer begins as an AFO). In Northern Ireland all PSNI officers are trained to carry a firearm on duty. British Transport Police and Police Scotland do not recruit new constables into an armed role; firearms is a later specialism.
Which force has the hardest fitness test?
On the published standards, the Civil Nuclear Constabulary asks for level 7.6 on the bleep test and the MOD Police uses a test in a 20kg weighted vest including a 76kg dummy drag. The PSNI uses an obstacle course (three laps in 4 minutes 30 seconds). British Transport Police and Police Scotland use the 15m bleep test to level 5.4, like Home Office forces. Which feels hardest depends on your strengths.
Can dual nationals join the MOD Police or the CNC?
Not the MOD Police: its entry criteria say you must be a sole British national with a valid British passport and that dual and foreign nationals cannot be accepted. The Civil Nuclear Constabulary has no sole-British rule. It checks nationality and right to work against national criteria and expects up to 10 years' UK residence for its vetting, so a dual national can apply but should expect thorough checks.
Is pay the same as the Home Office forces?
BTP and the CNC use the same national constable pay points. BTP starts new recruits on point 2 (£33,609) with its own London and South East allowances; the CNC keeps probationers on £32,256 for the two-year probation. The MOD Police has its own scale from £30,643. PSNI student officers start on £31,163 plus a £4,283 allowance (the 2025/26 scale). Police Scotland starts constables on £34,001.
Does the PolicePay salary calculator work for BTP?
For gross basic pay, yes: BTP uses the national constable points. For take-home pay, no: BTP pays every four weeks (13 pay days a year, not 12) and its officers are in the BTP Force Superannuation Fund, whose member rate is not published. A Home Office calculator will be wrong on both. Use our BTP take-home pay calculator, which works per four-weekly pay day with BTP's station allowances and your own pension rate.
Do these forces use the Police Pension Scheme?
No, except in Scotland and Northern Ireland, which have their own versions of the 2015 police scheme. BTP officers join the CARE section of the BTP Force Superannuation Fund. MOD Police officers join Civil Service alpha. CNC officers pay 8.2% into the UKAEA Combined Pension Scheme. PSNI officers pay 13.66% (under £60,000) into the Police Pension Scheme (NI) 2015.
What vetting do these forces need?
All run police vetting. The MOD Police adds Security Check clearance for every entrant and Developed Vetting for some sites. The CNC and the PSNI add National Security Vetting. BTP describes its own baseline vetting with a three-year address history. Read our guide to CTC, SC and DV vetting for police applicants for the detail.
Can I join a force in the Isle of Man, Jersey or Guernsey?
Usually only as a serving officer. The Isle of Man takes local recruits who have Manx status or a work permit and is running transferee drop-ins in the UK in late 2026. Jersey needs five years living in Jersey. Guernsey needs a Guernsey Right to Work Document and its transferee roles are currently for sergeants and inspectors.
